The answer depends on how you are using your devices.

If you are the only one using all 3 Apple devices, you should create just Apple ID. And connect all devices to the same Apple ID. This will keep your Apple services and devices work together seamlessly and you can access your personal content from all your devices.

But if someone else in your family can also use your iPad, you may want to apply second Apple ID to be used on your iPad. Otherwise, the other person can also access your personal data from the iPad, if it uses the sample Apple ID.
