Wi-Fi Required for iCloud on iPhone
Why I am getting the "You are not connected to the Internet" error when trying to sign in to iCloud with my iPhone? I have my cellular data connection turned on.

Apple iPhone requires you to use Wi-Fi to sign in to iCloud
and to use iCloud, because it considers using cellular data
for iCloud services is too expensive if you need to pay your carrier for cellular data.
For example, if you do a full backup of your iPhone to iCloud, it may use up to 5GB or more of data to upload everything from your iPhone to iCloud.
So if you don't have Wi-Fi connection with your iPhone, and try to sign in to iCloud, you will get the following error:
Verification Failed. You are not connected to the Internet.
