When dialing locally inside Cuba, the long distance prefix of "0" is required. So the format becomes "0 A SSS SSSS", "0 AA SS SSSS".

When dialing from outside of Cuba, the international dial-in prefix "+53" is required. So the format becomes "+53 A SSS SSSS", "+53 AA SS SSSS".

When dialing from Cuba to other countries, the international dail-out prefix "+" or "00" required.
