When dialing locally inside Portugal, the long distance prefix of "0" is required. So the format becomes "0 AA SSS SSSS", "0 AAA SSS SSS".

When dialing from outside of Portugal, the international dial-in prefix "+351" is required. So the format becomes "+351 AA SSS SSSS", "+351 AAA SSS SSS".

When dialing from Portugal to other countries, the international dail-out prefix "+" or "00" required.
