   | Carrier or area code
   | --------------------
   | | Subscriber number

When dialing locally inside Rwanda, dial the phone number directly as "AAA SSS SSS". Long distance prefix is not needed.

When dialing from outside of Rwanda, the international dial-in prefix "+250" is required. So the format becomes "+250 AAA SSS SSS".

When dialing from Rwanda to other countries, the international dail-out prefix "+" or "00" required.
