When dialing locally inside Philippines, the long distance prefix of "0" is required. So the format becomes "0 A SSS SSSS", "0 A SSSS SSSS".

When dialing from outside of Philippines, the international dial-in prefix "+63" is required. So the format becomes "+63 A SSS SSSS", "+63 A SSSS SSSS".
