Why haven't I received the j16 ota update for my vibrant yet?

I have the update, and the GPS still does not work properly. I did a
comparison using a G1 the other day. I took both phones outside and
turned on the GPS using an application that displays how many satellites
the phones are seeing. Within a few seconds the G1 locked onto 9
satellites while the Vibrant never picked up any. I finally got tired of
waiting after 15 minutes and went back inside. This is after the update.
